I’ve done mine. Just bought a kit off eBay for £30 ish. Wasn’t looking for high end finish but with a little patience they turned out decent. Had them on for last 7/8 months or so, all through the winter and they’re still good.

If paint is still good and no scuffs or scratches green scotch brite rub shine off and colour and lacquer.
Depends how much you want to spend and what finish you want to achieve.
Alternative and way cheaper with very little prep is plasti dip.

Just use 2 component paint (proper car paint with the hardener), paint stores have them. That will give the wheels a nice and long lasting coat.
