HVAC switches lights issue

Any one help with my HVAC switch lights, (2009 1.9 tdi caddy, )The lights around the 3 circular heater/Blower switches, out of the 3 in the row only the last one on the right is lighting up, Saw a couple of videos where I pull the switch out and change the small bulb but also read somewhere the whole panel needs changing? Before I ruin my switch’s can anyone confirm what to do please?
